“A substitute trial justice’s judgment of conviction for reckless driving cannot be collaterally attacked to determine whether he had authority to try warrant, regular on its face, in proceeding by convicted person to stay order of Commissioner of Motor Vehicles Division revoking petitioner’s driving license for one year because of such conviction and subsequent conviction of like offense in another court; petitioner’s remedy being to raise question of invalidity of judgment before trial justice court and appeal from adverse action thereof.” Dillon v.
